In most cases, if a video is editted and resynced it does not break any copyright law. However, if the video is recorded straight from the source without any editting or deliberate manipulation the original owner of the copyright has the authority to enforce a site to either remove said material or have the site pay for the use of the copyright material. This is why when I created my video "Armageddon", I made sure that all video footage was manipulated so that I was not breaking any copyright laws. The only credit I had to give (like most rap artists) is where each source came from. So as long as it is not the original video aired on Cspan but an altered version, you should be okay for broadcast.
